US interest rates are being kept low in an attempt to keep jobs from going to India and China, and this keeps the excahnge rate low. Its one way to lower the high wages of Americans relative to people in other countries. American workers have pretty well priced themselves out of jobs. American companies are automating to cut production costs, so as business improves they are not rehiring laid off workers.
