Chicago is growing the RLC program. It has yet to my knowledge started a
project to find out what may be wrong with various intersections.

I know of many intersections with various defects. Some of them I saw
quite a lot of red light running at when they were in my commute path.

just look up RLC? It's really not that hard to do....
