Default fuse and starter problems / 2000 dodge neon

all the lights go on but totally dead when u try to turn it over it started
once then blew a fuse #10 15 amp labeled ptu ect....now when i try to
replace the fuse i cant even turn it over and the fuse blows as soon as u
put it in --- i was told i need a new starter but when u disconnect the
starter that fuse still blows

Actually that's a good thing that it blows right away because it would be
easier to find then if it was intermittent. If im not mistaken that fuse if
for the PCM/fuel pump. Put a new fuse in it and disconnect the fuel pump. If
the fuse does not blow replace the pump!!
or to double check it plug the pump back in and try to start it again. If it
blows you know that is the problem

That fuse powers the following: PCM, ABS controller, torque converter
clutch solenoid, radiator fan relay, fuel pump relay, A/C compressor clutch.

You can start by unplugging everything and try a new fuse. If the fuse
blows with everything disconnected you have a wire shorted to ground. If the
fuse dosen't blow start plugging everthing back in, one at a time and check
the fuse. When the fuse blows the problem is in that cicuit.
