cops with death wish?

Was driving through Annapolis on US-50 yesterday, after the point where
the speed limit drops to 55 MPH came over the crest of a little rise
only to see a cop standing in the middle lane! (of three) Average
speed of traffic was about 65ish, everyone got on the binders
immediately because we didn't know WTF was going on. Here he wanted to
pull over the lady in a Volvo who had just passed me, I ASSume for
speeding as she was going pretty fast (I bet I know why, too - she had
just blown by a slow-moving LLB that was really forking up traffic.)

I felt bad, but didn't feel like stopping to volunteer for a ticket of
my own... I just can't believe that a cop would be willing to do
something like this because given the level of attention of the average
driver in this area, I'm sure he's probably been nearly missed a couple
times already if he's made a habit of this.
