Unlicensed California drivers have high fatality rates

So if those 96% aren't licensed, don't have suspended or revoked
licenses, and aren't those without licenses, who are they? People who
used to have licenses? Why didn't the study have that as a
classification?

This is the stupidest usenet post I've seen in a long while, and there
have been some doozies.
