anyone know what this bit does ?

Yes. Dashpot!

It deliberately slows down the throttle closing
as a means of controlling emissions.

Yup and more commonly found on late model buses. I haven't seen one in a
bug, or in a 1300 engine in general.

Common on US bugs 1600cc.

You haven't seen them cuz people threw them away! HaHaHa

I "threw" it away too, since I thought it was only applicable to the
bus... Should I have kept it? I was looking at 2 bentley manuals one
for a bug and another for a bus, that's how I figured that it was only
applicable to the bus...

Quick! Somebody report him!

It;s in the Bentley for '70 thru '79.

They threw them out because it made driving
difficult; you never knew what the idle was going to do.

Mine is gone & I still dont know what the idle will do !
