Default 77 super beetle severe oil leak

Maybe the PO did not overfill it.
The gas odor and thinness suggests fuel leaking into
crankcase.

'77 was Fuel Injected engine.
Is this car bone-stock?

This car has a 1b carb, it appears to be stock. I have been
researching and found that a leaking main seal could be the source.
Any suggestions?

Ah. I should have said that US-spec cars had FI.

The high oil level and fuel odor suggest a leak into the
crankcase. If there is a mechanical fuel pump, the diaphragm
may leak fuel into the oil.
Also, a flooding carb can do this.

A front main oil seal leak usually shows up in the opening
between the engine case and the transmission.
