Default CO2 emissions test

I heard in the news today that California tests vehicle emissions
for CO2. This sounds insane to me. The main reaction in an engine
is petrol + oxygen ==> water + CO2.
So in order to reduce CO2 emissions you must either make your car
less efficient (eg. produce some C instead), or use less petrol
(ie. **** up your A/F ratio, or get a smaller engine).
None of those options sounds too appealing to me.
How do cars with large engines (eg. 6L) pass?

(Let's not get started on whether CO2 emissions are a good thing or
not..)

That's how they get only rich people and politicians to own big cars
and trucks.

Stop, mankind accounts for 0.6% of the world's generation of C02, we
need to stop.

They test for *minimum* amount of CO2 -- the car
fails if it below a given percentage.

Easy: Here in the land of flakes, fruits, and nuts, they test for a
*MINIMUM* level of CO2 production. Partly, it acts as a "checksum", of
sorts - "Boy those numbers look nice and clean - Even your CO2 levels
are in the basement! Oh... wait... When we do the math that tells how
much there SHOULD be, that CO2 number isn't POSSIBLE in combination with
those other numbers..."
