That's not entirely true because most insurance commissioners come from an insurance background and want to protect their buddies in the insurance industry. Moreover, they often retire to a cushy consulting job for big bucks IF they don't rock the boat while they are in office.
In most states, job one for the dept of insurance is protecting the financial health and stability of the insurance industry. That being said, how it it possible for the insurance commissioner to levy fines and penalties for noncompliance against a company when the DOIs primary job is to help insurers hang on to their money?
