Default rearview mirror stuck on 1992 miata

Hi,
the passenger side rear view mirror is manually adjusted, and it is stuck on
the ball joint or whatever the stalk is called that it is sitting on.
I put some torque on it and it didn't budge.
Is it ok to really twist it hard to free it?
What's the best way to proceed?
Thanks,
Mike

*CAREFULLY* lift up the cover over the screws that hold the base onto
the car, remove the two screws and the mirror (since the mirror won't
move you'll probably have to use some kind of a flex shaft screwdriver
to remove the screws). Now look in the base and you'll see a small nut
recessed way up inside, loosen that nut but be careful, if it comes all
the way off you're in a big mess! That should loosen up the mirror.
