Default 2000 F-250 electric door locks

The locks (either side) seem to get some power but not enough to engage the
selenoid enough to open or close the locks. Any ideas?
On a related topic, what is the proceedure to remove the inside door panels?

I replaced a couple of these a few months ago. Ford has a problem with
the original solenoids, or I guess they call them "actuators". They are
not too difficult, just time consuming. The panel comes off by removing
a couple of screws and them lifts up. I believe a track inside the door
has to be loosened. After that, just unhook the electrical connectors
and remove the actuators from the latch. Probably 45-60 minutes per
door at the most. If I remember right, the aftermarket replacements
were only a couple of bucks cheaper than the factory replacements, so
that is your call.
