That is not a problem in my case. I try to pull it on the first row and same
thing happens. One thing I'v noticed that my winch cannot hold the car on
steep slopes. I really don't know what it could be the problem. The cone
brake is in goode shape and is cleaned from all the stuff that could get
into it.

Maybe your brake linkage is seized up in one place. Sort of sounds like
that to me.

I would be opening it all up to see what is what. If something is
seized, then some good penetrating oil is in order followed buy a good
grease job after it is moving again.

I think Warn has the manuals online for servicing the winches.
