Default 95 Monte Carlo very high idle speed 4000 rpm's

I put a rebuilt engine into a Monte Carlo from a 94 Grand Am 3100. Car
starts but runs at a very high idle speed. Electric fans will not run
when the temp sensor is hooked up.. if you disconnect the sensor the
fans will run. If anyone has any suggestions as to what might cause
these 2 things to happen Please Help.. Thanks Chuck
