Speed, in and of itself, isn't the problem. Reckless driving is the
problem; the two terms are not synonyms. That the majority of the population is incapable of making the distinction doesn't change the fact. Consider the autobahn, and how much faster well educated and well trained drivers are capable of operating their vehicles safely at speeds that would bewilder the typical American driver.
