Default Thermostat issue?

I've got a '97 Tahoe that seems to be overheating. It will slowly get
up to the red line and the check guages light will come on. Then a few
seconds later the temp will quickly drop down to the normal range.
After a while it will slowly work it's way back up to hot again. I'm
thinking the thermostat isn't opening like it should but am also
concerned that maybe the water pump is the issue.

Anyone have any opinions on this?
