Default Rough wheels on mornings

95 Civic with ~100000 miles

Problem: On cold days specially at mornings whenever I turn my car I
hear noise coming from my front wheels (It feels as if the wheels arent
moving freely, and need lubrication) and it subsides down during the day.

Any ideas ?
Btw my cv boots are fine. Can there be a lack of lubrication somewhere ?

You sure it's not the light rust coating on wheel disks in the night wearing
away?
