Default Port Installed Accessories

Can someone please explain what "Port Installed Accessories" are and
why they exist? If it is what it sounds like - a facility at the ports
where technicians install items on cars - why does this exist? Why
don't they do this at the factory or dealership? What is the reasoning
behind it and what sort of facility does this and who runs it?

One example is air conditioning on certain imports. According to what
I've been told, importing a car with A/C already installed kicks in a
*MAJOR* tariff cost, but if one imports that same car, minus the A/C
hardware, then installs it once it's on U.S. soil, the tariff doesn't
apply. (Don't EVEN ask me to explain the thinking behind that - Just one
more example of a stupid law passed by stupid politicians.)
