In the last few years red light cameras have been programmed to
ticket people rolling over the stop line as well as people driving
through the intersection on red. The cameras make a lot more money
that way. Crossing the stop line on red is technically illegal.

Not only technically. Motorists who stop across the stop line force
pedestrians into the line of traffic in order to cross the street, or
to duck around between idling cars. These motorists deserve to be
cited. It's not because it's a revenue matter, IMO. It's a "learn to
drive correctly" matter.

It sounds like the OP was cited despite the fact a relative was
driving. RLCs are starting to be an outstanding argument against
loaning vehicles or letting anyone other than the owner drive. Who
knows how many times a car was stolen, only for the owner to get RLC
cited?

Still, I'd bet the OP gets fined rather than the relative, due to the
paper trail.

Depends on the state. In OR, a vehicle owner is not required to
identify the driver when declaring innocence.
