That too, if and when possible. But there certainly isn't any duty to
obey them in the meantime.

So, moron, is it safe to drive the speed limit in a 65mph zone when
heavy rains are falling? By the logic you push, it is. But any
reasonably intelligent individual (which definitely excludes you) would
note the fallicy of that.
