If the moron masses are worried about privacy, they could hold a swap
meet every Saturday and exchange GPS receivers.

That way, nobody could actually track you for more than a week and
even when they did, they'd have to make visual contact to actually be
able to figure out where you were.

Well, you might also have to shield it when you got close to your home
or office.

We'll all have buttons on our steering wheels to "Cloak GPS Device"

Or I suppose each GPS unit could randomly change its signature every
few hours or even minutes.

The future doesn't look good for paranoid people though.

Never underestimate the power of stupidity.

Traffic congestion measurement can also be obtained using existing
sensors from traffic lights. Such seems appropriate because lack of
phasing of said lights can create congestion out of nowhere.
