Here is an article from a while back when I lived in San Diego. San
Diego County was having big problems with illegal street racing.


2nd driver in street-race tragedy still being sought
SAN DIEGO UNION-TRIBUNE
October 8, 2002

Deborah Hanson was sitting in her kitchen when she heard the squeal of
tires and smash of metal from a street down the hill.

An intensive-care nurse, Hanson hurried out to see whether she could
lend a hand at what was surely a bad crash. When she got there, she
saw a "little white car" smashed beyond belief and thought "Shanna has
a little white car," her brother, Richard Geerts, said yesterday.
Hanson knew her son Brian and his girlfriend, Shanna, were giving his
brother Michael a ride home Sunday night.

It was then that the horror began to unfold.

Shanna Jump and Brian Hanson of El Cajon, both 19, were dead, killed
when a street racer's car hit Shanna's Geo Storm broadside as it
turned north from Imperial Avenue onto Viewcrest Drive in eastern San
Diego about dusk.

"The occupants of the Geo may not have seen anything before the
collision," San Diego police traffic Lt. Charles Hogquist said.

Michael Hanson, 17, is in critical condition with severe head and
internal injuries.

Police say the 1968 Plymouth Barracuda that smashed into them at an
estimated 75 mph had been modified for illegal street racing. The
factory seats, dashboard and stick shift had been removed and replaced
with two Fiberglas bucket seats, precision racing instruments and a
custom gear shift.

"The car was equipped just to race," Hogquist said. "The modifications
made it very light and very fast."

15th death
The deaths of the El Cajon couple bring to 15 the number of people
killed because of illegal street racing countywide this year,
authorities said.
"This is a terrible tragedy," Hogquist said. "We have two innocent
teen-agers killed because of street racing."

The driver of the Barracuda, identified by police as George Henry
Waller, 32, of Encanto, was hospitalized in serious condition with
upper body injuries. His passenger, Jason Moore, 31, was hospitalized
in serious condition with internal injuries.

Police are trying to find the driver of the car they were racing. That
car, which did not have its headlights on, was not involved in the
collision.

Both drivers of the racing cars face possible arrest for vehicular
manslaughter, police said. Authorities estimate the cars reached 100
mph during the race.

"I want the parents (of the street racer) to feel the pain I feel,"
said Shanna Jump's mother, Michelle McCauley yesterday, as Shanna's
11-year-old brother, Levi, hugged a pillow nearby. "I hope he doesn't
get away with it. I mean, he killed them."

Shanna and Brian were planning to marry. They had moved into their own
apartment in El Cajon two months ago, decorating it with pictures of
family.

For two years, they were inseparable and they attended Cuyamaca
College together, said McCauley.

"They fiercely loved each other, and Brian was already my son. We
never needed for them to be married to be family," McCauley said from
her Spring Valley home.

McCauley said her daughter loved children, was studying child
development at college and worked in day-care centers. Every Saturday,
Shanna took Levi bowling and would drop him off and pick him up from
middle school.

Geerts and McCauley said their families are planning a double memorial
service.

Witnesses
Sunday's collision was witnessed by a group of people who were manning
the makeshift finish line for the drag race – the intersection where
the collision occurred, police said. They helped pull the driver and
passenger out of the Barracuda.
They could do nothing for the three in the Geo.

"There was nothing left of the Geo; it was an ungodly sight," traffic
Sgt. Mike Healey said.

Police are looking for the race starter and other organizers of the
illegal race. They said they have received several calls from
residents of the neighborhood complaining of illegal street racing on
Imperial Avenue and requesting a traffic light at the intersection.

Last December, one person was killed in a street race in the same
area.

Racing glorified
The street racing problem has become epidemic in the county in recent
years. In addition to this year's 15 deaths on county roads linked to
street racing, there have been 20 serious injuries.
"A culture has been developed and street racing is being glorified on
television and in movies," Healey said. "It's happening fast and
furious out there some nights."

San Diego police have countered with a special Drag-net unit that uses
undercover officers and targets businesses that cater to racers. A
sweep of drag racers last month resulted in eight arrests and five
impounded cars.

San Diego officials are in the process of enacting a law making it a
crime to be a spectator or passenger in a car at a street race.

In addition, a program called Racelegal.com has been created to
promote legal street racing at venues such as Qualcomm Stadium,
financed by a $2 million grant from the California Office of Traffic
Safety.
