Default need help, symptoms of a 5 spd transmission ... need synchronizers?

I have a 92 wrangler. It shifts dowm fom 1 to 5 fine, but downshifting
it does not like to engage especially from 4 to 3 3 to 2. Is this most
likely synchronizers that need to be replaced?

If so, is it just as well to get just the the syncs replaced in the old
transmission, or get a full rebuilt transmission?
----------------------------------------------------------------
What can I figure as ballpark costs to have it fixed or replaced?

I only see one clutch.
