Default Fogging Windows

I have a 2001 325cj and I'm having a problem with the windows fogging
up.
Not just the windshield mind you but every window in the car.
The defroster takes care of the windshield but not the door windows or
the rear windows.
I don't have an auto sensing control just the dial controller,
It happens worse when it's cold but it also does it when it's rainy as
well.
The only way I can get the windshield to defog when it's cold outside
is to turn on the circulation button as well as the air conditioning
button. But I heard it's bad to do that if you have the heater on.
Is this a BMW characteristic? Or is it some freak thing.
I bought the car used about 7 months ago.
I was wondering that if the car was in a flood if that could cause it.
Any help is appreciated.

Set the fan speed to 4, set the temp as desired, and turn the AC on. This
will clear all of the windows. Once cleared, set the fan speed as desired
and keep the AC on.

Sorry, it's a BMW characteristic... ;-)

Just kidding - turn the bloody A/C on and never use "recirculate air"
vent setting when you have a misting problem. This is true for all
cars but maybe BMWs are a little more air-tight and more sensitive to
"incorrect user input" than some other cars. ;-) It's part of the
price you pay for using a driver's car.

I had a near identical problem with my '92 525 andit was very
frustrating.
Assuming of course your seats or carpets aren't soaked and there are no
obvious leaks, check the cabin air filter - if it has one. Mine was so
plugged with pollen etc it was retaining moisture from the air. I only
found out cuz it went away *immediately* after an inspection service
when the dealer replaced the unit (called for in that service).

The typical cause is moist inside air condensing on the cooler surfaces
(specifically all the windows). Either the AC or the heater should dry the
inside air below the dew point (may take a few minutes though, longer if more
than one person is in the car). You should have the vent set for outside air,
not recirculating the moist inside air.
