Naw, it ain't.

They made Plymouth Voyagers for almost 20 years. Some have air bags, some
don't. Some have a Saginaw steering column, some have an old Accustar,
some have a new Accustar. At least six different steering wheels, etc.

Please: Make, model, year -- AT LEAST!

And, while Dan is pointing out information you didn't provide.... do
you have any symptoms beyond what you said? Did the horn just stop,
or did something happen like getting your foot caught in a wiring
harness under the dash, after which it stopped? Have you done any
diagnosis at all, like checked fuses?
