I’d say most likely the pad is completely gone (worn out) and the
piston might be stuck against the rotor. This happened to my own ’99
Intrepid just a few months ago, there was a constant scraping sound at
low speed. I can’t remember exactly what I paid at my local Midas to
have it fixed, but I don’t think it was more than a couple hundred.

I agree! Also, be prepared that you may have to replace the rotor as well
as the pads!
