Although after four months away I really don't miss iRacing any more, I shall
probably sign up and take a look at the new style practice servers. Anyone else
who's been away for a while may be getting a similar offer soon. It may put a
significant blip in the user stats for a while.

I too received that email, however the new feature "abolition of the
cruel penalty system and intensive flogging of those who thought it
up" is prominently absent from the list. ;-)

I was tempted, but only for a second. The open praccy servers sound
promising, but unless they come up with a way for leagues to run on
their own time, rules and points systems, I'll stick with rF (those v2
screenies sure look lovely), thank you.

there's a short interview in one of the recent SRT shows and
virtualr.net had some screenshots that were confirmed to be from rF 2,
featuring a 60s-style Spa track.

I doubt it. A dozen people (even a few hundred) re-newing won't keep
them from tanking (dunno if they're in any danger of doing just that,
my guess is JH has a few million left in his account) at their burn
rate, even if the latter has become a bit less since they went open.

Or could be that they don't have a "critical mass" in terms of enough
drivers to make the system work. If there aren't enough drivers then
things like splitting drivers on to servers according to skill level,
the rating system, and a few other things don't work quite as well. Or
maybe they just want to see what happens if someone comes back after an
extended absence (e.g. how quickly does their rating stabilize). Or
maybe they want to see if cost was the only reason you left. ;-) Lot's
of possible reasons, only they know why.
