They seem to have two sets of rates, one set to get you to switch to them, and then they start jacking the rates up each year and hope you won't shop around. Same thing happened with State Farm AUto Ins too. I started with state farm, switched to GEICO to save money, then had to switch to American INternational to save money, then had to switch to Nationwide to save money, then had to switch to LM to save money, and most recently had to switch to Progressive and Century 21 to save money.
