Default Set Pinion Factor

In addition to the high idle, my wife's 96 Sebring also has an issue with
the speedometer. Namely it doesn't work. All other gauges work, but not
the speedometer. I pulled the PCM off so I could get better access to the
EGR Pipe to fix it. I noticed a sticker on the back of the PDM. It said
"Speedometer will not work unless pinion factor is set."

A Google produced a few results which leads me to believe that the Pinion
Factor must be set by a tech.

Am I reading that right?
