Volkswagen Lupo Ventilation System

I've just recently acquired a Volkswagen Lupo. I'm having problems
with the ventilation fan. Its got four settings numbered 1,2,3,4.
However, the fan only comes on full blast when switched to the no. 4
setting. i.e. nothing seems to happen when I put the setting on 1,2,3.
Is this normal?

Setting 1 is very light, you may notice it with thin paper etc.
While in motion, there is no real difference between 0 (airstream
pushed by dynamic pressure through the climate air intake) and 1.
You should be able to feel 2 and to feel and hear 3.
