Default 2003 Explorer - where is the fuse?

Help, the steering wheel is locked up. Read the book, page 146 -
Brake-shift interlock. "If it is necessary to use the above procedure
to move the gearshift lever,it is possible that a fuse has blown or the
vehicle's brakelamps are not operating properly. Refer to Fuses and
relays in the Roadside emergencies chapter."
We can not find the brakelamp fuse!!!! can anyone help? Or have an idea
....thank you. jizzard
