The manual says that it does that by design.

It's to warn you of possible ice on the road.

My 94 740IL does this, but at 38 degrees.

Sorry about my blunt response, but these cars do have *lots and lots* of these
strange features and this is one that always gets asked on every one of the
several BMW forums I participate in at this time of year. Until I purchased my
first BMW 6 years ago, I never really considered an owners manual to be a
necessity. However, these cars have so many mysteries, some of which are not
covered in the manuals, that trying to learn everything by trial and error is
quite difficult.

BMW's have for many years had this temperature warning feature. My 1991 525i
has it, and it was used much earlier than that. BMW engineers feel, rightly
so, that if the temperature is dropping that drivers need to have an early
warning that the conditions are approaching the possibility of icing, so the
car beeps when the temps get around 37 - 38 degrees F. This is in fact about
the temperature when certain situations can have icing, like overpasses,
bridges, etc.

Enjoy your new car - they are a joy to own and drive.

Indeed. It was fitted (IceAlert) to the US spec Rover P6 3500 in about
'70, and I doubt that was the first car so fitted.
