Default ABSAAR BATTERY CHARGER - KNACKERED ???????

I just bought a 12v 20 amp ABSAAR car battery charger and tested it
with a voltmeter on open.

it read 11 volts, i then touched the clamps by mistake and it now reads
only 8 volts.

have i blown some diodes ? why didnt the circuit breaker work correctly
?

how do i fix it ?
