Default 1990 Vanagon Brake issue (revisited)

I posted this back on 4/20 if you want to revisit...

Now I'm having rumbling and vibration issues that can be felt in the
front floorboards
even at very low speeds (10 mph) and really bad at around 30 mph.

The VW is back at the garage that did the "reverse finish" on the front
rotors to see
what's what. I asked if they had to remove the bearings to do the rotors
and the head mechanic said no. I asked if they may have over torqued
them and he said they would have torqued to "factory specs".

Giving they did not do the rotors right in the first place I'm not that
confident but they have a wall full of ASE certificates so???

Any ideas?

Just for grins ask them what are the factory specs.Even money says they
don't know,don't care and the spec is whatever the air gun is set at.A shop
did a brake job(non-ACVW),over tightenened the bolt so the pedal pulsed and
the rotors were visibly wavey,then to fix it recut the rotors.After the
second cut I was told that I should really replace them because now they
were close to undersize.But they could sell me new ones.Right.
