Track editing is apparently becoming possible:

As the "GPL of rally sims" - it'd be great to see it get the same level
of modding support and long life. Who'd like to see RC2000's stages in
RBR ?

Fantastic. RBR is arguably the greatest simulation ever released and it's
good to see that there could be some real logevity added to it -
especially since there's no chance of a sequel. :*-(
