98 civic spark

1998 honda civic. suddenly not getting a spark. the rotor is
turning. Is it the electronic ignition module? What else could it be?

Likely candidates, in no particular order: Ignitor (= module
you state below); coil; distributor housing; distributor
rotor; distributor cap. The ignition system from distributor
to plugs are the Achille's heel of c. 1990s Hondas.
Fortunately, the fix is usually not too hard to diagnose nor
too expensive to fix.

"Suddenly" not getting spark?

What--exactly--happened at the time of this "sudden" occurence?

Those exact happenings may help point to the failed part.

Suddenly sometimes means you've packed in the TIMING BELT. You certainly
won't get any spark if your cam shaft (and distributor rotor) stops
turning. At least it's easy to check.
