Default Certificate of Destruction Who Registers them?

I recently bought a 2005 Rv Trailer with a Certificate of Destruction. At
the time i thought it was just like a salvaged title. There is hardly
anything wrong with it and we towed it cross country with no promblems at
all. Unfortunately in california i can't register it. Does anyone know
which state will? And what i need to do it? Your help is greatly
appreciated. Thank you in advance.
