There used to be voltmeters available that plugged into the 12
volt power outlet and which had a scale sticking out of it, that
one could read. They weren't expensive, either; in fact they
were downright cheap.

Only problem, they cannot test the circuit under load, so you do not
know what the circuit condition is. All you know from that is open
circuit voltage. It can read 14.6 with the engine running, and 12.6
with it off, and still not be able to light a test light, much less
run an inverter or tire inflator.
