Turbo bypass valve/secondary air injection?

Default Turbo bypass valve/secondary air injection?

How is the Turbo bypass cutoff valve related to the secondary air
injection system? Why would a failed Turbo bypass valve throw a p0411
trouble code? Aren't they separate systems?

both valves need vacuum to operate. If the Turbo bypass cutoff valve
diaphragm is cracked and leaking, then both systems has no vacuum to operate
the secondary air injection system
