Default Seat Belt Warning-even with no one else in vehicle

I am getting a seat belt warning light and the ding, ding, ding whenever I
run my 2005 Explorer. This happens at all times, even when someone is in
both seats and both belts are buckled.

It goes off, stops for a little while then comes back ona gain. It completely
stops after about 15 min.

What can I check and how may I remdy this as it is very annoying.
