Default Texas Auto Safety Inspection

What is the purpose of these inspections? If you have insurance who
cares if the brakes fail? If my inspection is expired and I have an
accident dosen't the insurance company still pay my damages? I Just
don't understand the point of safety inspections. If the insurance
providers did use these test then that would be a different matter but
I can't find anything that says it does.
