High potential for injury?? Same thing is true with speeding. Stop
being a criminal coddler.

Espescially in a school zone. Anyone going 16 mph or more over in a
school zone should be in jail too, right?

AIUI, the sentence handed down is (in the UK, and in all but the
most exceptional circumstances) an *upper limit* to the time to
be served behind bars for the offence.

With parole and early release for good behaviour, the *actual*
time served can be substantially less than the nominal sentence.

Again AIUI, the idea is (at least partly) to allow some degree of
flexibility dependent on such things as how well the perpetrator
behaves in jail and whether he comes to his senses after a while
and shows appropriate signs of contrition and reformation.

A "headline" sentence of 15 years should give others pause for
thought, even if it does end up more like five years behind bars
followed, perhaps, by a three-year driving ban.
