It's like the prisoner's dilemma problem, where every individual
acting in their own (apparent) rational self interest actually
isn't in anyone's interest... with one exception: I don't see
any rational self interest whatsoever in blocking passing lanes.
Dave's excuses are feeble at best, and are precisely that:
excuses.

No, an enabler does something to *encourage* a behaviour.
For example, a relative of an alcoholic who makes excuses for the
alcoholic is an enabler.
Simply driving while someone else does something isn't enabling.

No, an enabler does something to *encourage* a behaviour.

Hey, *I* do that!...

....but, to qualify, ONLY if traffic is STOPPED. It's akin to a
merge situation. We're not going anywhere anyway, so I'll
normally leave a space to let a car merge in. But only ONE CAR.
In these kinds of situations I never enable more than ONE
vehicle to pull in, and get very peeved if a second tries to
take advantage of my natural courtesy.

Obviously, if traffic is actually moving, I don't yield the
right of way where I'm not required or even expected to.

Not so. LLBs are a minority.
They do stand out because they cause
congestion in their wake.
Most drivers keep right except to pass.
Unfortunately, it only takes a few idiot
LLBs to screw up traffic on the interstate.

Not so. LLBs are a minority.
They do stand out because they cause
