Did a cursory search at latimes.com for an article I remember reading about
the good people at Lockheed pulling this exact scam.

Dangle traffic-enforcement cameras and improved revenue stream at
politicians, along with campaign contributions.

Install lights.

Lockheed prepares 'Electronic Press Kits' (pure infomercial marketing) for
local news promoting the 'LIFE SAVING!' angle.

Every, single TV station broadcasts the news/commercials, IN ROTATION; with
in-studio anchors breathlessly applauding.

Subsequent focus groups reveal that public has bought into scam.

Lockheed shortens yellow-light interval.

Typical frontpage WSJ coverage. Something like "Lockheed LIGHTS Way To
Revenue Improvement".

Lockheed spins off subsidiary; nice IPO for Goldham Sachs.

Public loses. Executives win.

Typical. Reasonable idea ruined by 'market forces'.

The issue is the timing of the yellow lights. Studies have shown that
4 sec. yellows eliminate people running the reds. The industry that
produces red light camera encourages municipalities to shorten the
yellow times to 3 sec. The result is higher revenues at the expense of
peoples lives.
