Default Speedomoter flucuating after high speeds?

Hello all I have a 1997 Mercury Sable and after driving at higher speeds I
have an issue where the speedometer just flucuates. If I take my foot off of
the pedal it drops completely. Then when I slow down the car is jumpy. I
believe this is due to the automatic transmission. Any suggestions? Thanks
in advance!

If it's cable controlled, that is a sign the cable is almost broken
right off or has a broken spur catching.
