Default Transmission unwilling to shift

The auto transmission on my 87 Integra tend to stuck in 1st gear when
cold. I have to manually shift it to 2nd, wait for the speed to build up
and then move to the 3rd or 4th. Once it starts shifting it will act
normal. When it started doing this about three yeas ago, changing ATF
seemed to resolve the problem. I just replaced the ATF (Honda) again and
it didn't make any difference. Is there some adjustment that can be done
without opening the transmission? or are there any transmission
additives that may help? Since the car has 260k+ miles on it, I don't
plan to spend anything above $200.

Likely the O rings inside the tranny have shrank due to the cold. My 85
Accord just suffered this once temps dropped below 40F outside.
