Default 1988 Ford Tempo Dies after starting

My Tempo has always started well but recently after it starts and runs
for a few seconds, the engine dies if I don't have my foot slightly on
the accelerator.

If it does die though, I have a hard time getting it started again.

The interesting part is if I disconnect the fuel filter, the engine
will start up perfectly (then die when it runs out of fuel). If I
reconnect the fuel filter, the car starts fine again.
What would cause this behavior? Problem with the fuel pump?
