It's possible. I chase off all who chutter and choke while spraying

Sounds like the drive-a-walking pace arguement.

In the real world, it's only a matter of time before even the competent
drivers end up in a catch 22. Once I was actually stopped at a red light
and then looked both ways and went through it when I noticed the minivan
driver behind me wasn't stopping. The front of the mini van came to rest
where the back of my front seats had been.

Extraordinary situations such as that are exceptions, not the rule.

Competent drivers stop, except in the rare cases where someone
rear-ends them or would rear-end them if they didn't.
