Uhhh... that's an OLD OLD phrase. Used by folks clear across the country.
Like
"colder than a witche's tit"
"blacker than a coalie's ass"
"stiff as a preacher's dick in a calf's ass" (thank hubs for that one)
"happy as a kid with a new tin peter"

and so on.
