I think you have a Saginaw steering wheel. Most if not all GMs also
had this for decades, so if this is the case, its extremely common and
every mechanic has had them apart. So agreeing with Mike Romain, I
would add that it's pretty easy to remove and recenter properly.

The odd, tight steering effort could be related to something else
having been reinstalled wrong behind the steering wheel. Have the shop
re-check their work!
