The tensioner pully on the 3.8L is the farthest pully back into the

Hi,
someone told me, it's possible to get a registration for a vehicle in a
different state. He said there are two states, where I can get my car
registred (MVD) even if I don't live there. I think, one of these states was
Texas. Is that true? What was the other state?
